The Gaming Board of Tanzania (GBT) has released a comprehensive revision to its sports betting licensing framework, representing the most significant regulatory update to Tanzania's gambling sector since the Gaming Act of 2003. The new framework, effective from January 2026, introduces requirements that reflect the market's maturation and the GBT's intent to establish Tanzania as a credible regulatory environment for international operators.

Key Framework Changes

AML Compliance Architecture. The revised framework mandates a dedicated AML compliance officer for all licensed operators, with quarterly reporting obligations to the Financial Intelligence Unit. Transaction monitoring thresholds have been tightened, with suspicious activity reports required for transactions exceeding TZS 5 million.

Local Server Mandate. All licensed operators must maintain primary betting system servers within Tanzanian borders by December 2026. This requirement — mirroring similar mandates in Kenya and Nigeria — is designed to facilitate data sovereignty and enhance the GBT's audit capabilities.

Responsible Gambling Certification. A new GBT-administered responsible gambling certification process requires operators to demonstrate implementation of deposit limit functionality, self-exclusion integration with the national self-exclusion register, and localised problem gambling support messaging.

Tanzania's sports betting market is football-dominated, with the English Premier League, Tanzanian Premier League, and CAF Champions League driving the majority of wagering volume. Mobile money penetration, primarily through M-Pesa and Tigo Pesa, is the dominant payment channel with over 71% of deposits processed via mobile money services.
